    The most effective way to deter speeders is to ensure vehicles are installed with speed limiters.

    Another effective way is to use the new SPECS (Speed Enforcement Camera System). I pass these cameras on the M6 twice a week on my Glasgow - Manchester commute. they are very very effective at keeping the speed to the limit (in this case 50mph roadwork section).

    Interesting article on 'Wired' at http://www.wired.com/news/autotech/0,2554,69227,00.html on how one US state is tracking cars by their cell-phones as a cheap way to monitor traffic flow. The technology could also be used to detect speeding.
