black and white flags?

    does anybody know what these are about? theres a load of flags along the quays near the four courts, probably around 20 or so, but theyre all in different shades of grey!

    most of them are easy to distinguish eg union jack, american and japanese, but some like the french and italian flags all look the same!

    if anybody has a clue what these are for, please tell.....

    I saw them today, I was quite taken with them. Make a great statement!. I presume they're part of an art installation but unfortunately I can't find anything on the web about them.
