I have no doubt that the thing would work. However when you have Mr. Bush in the White house, he will put at risk everyone's future so the corrupt oil companies can squeeze the last drop and he plays it into their hands by making sure that American Cars are about as efficient as a 1700's Newcomen Steam Engine. Apparently their was an engine a few years back that could run on Paraffin and Water but supposedly the oil companies silenced it and it's inventor. Wind will work but it won't be allowed work by the nimbys (not in my back yard) and by legislation against it.

Amazing. It's the kind of solution you'd expect from a child, but then many of the best ideas are that simple. There's the sea, all the water we need, but full of salt and not where we need it. So take the sea and make it into rain, but how to do it.

Definitely worth investigating, yes there are challenges and uncertainties, but adversity should never dissuade us from the pursuit of a better tomorrow. Top marks to Salter for not giving up just because it's not easy.
