New Traffic lights are they needed?

I have noticed a lot of traffic lights that existed before are being replaced at the moment. I am just wondering do they need replacing? They all seemed to work and are still in use in the UK so I guess parts must be avilable. Considering other road problems look more important is there an need to replace all these lights?…

Some of the older ones are a bit jaded and are being replaced with smaller fittings with brighter lamps. I suspect they are also self testing using a sensor to actually check that they light up when powered. I think some are also LED based, which uses a fraction of the electricity.
