New Traffic lights are they needed?

    I have noticed a lot of traffic lights that existed before are being replaced at the moment. I am just wondering do they need replacing? They all seemed to work and are still in use in the UK so I guess parts must be avilable.
    Considering other road problems look more important is there an need to replace all these lights? WHat are they doing with the old ones?

    Some of the older ones are a bit jaded and are being replaced with smaller fittings with brighter lamps. I suspect they are also self testing using a sensor to actually check that they light up when powered. I think some are also LED based, which uses a fraction of the electricity.
