    Try a tracert?
Try a XP System Restore each if you're using XP...
(I have not used skype or G.T. so I cannot help much, sorry)

Could be some router between your place and Germany is congested and dropping packets. tracert would give you a better idea.

    traceroute:
start -> run -> type "cmd" and black command prompt comes up.

type "tracert www.thegermanISP.com" and it follows your traffic hop by hop to the German site, with the numbers like 109ms meaning your ping times. The ping times should gradually increase with each hop, but you might be able to see if one of the hops is dropping packets or giving particularly high latency.
