Theres a load of information that you should give here which would help more.
    Are you behind a firewall?
Is the IP address you are using on the FTP server Static or dynamic?
Are the people who are trying to connect to it using the correct port.
What error message are the people getting?
Can the people who are trying to connect to it PING it?

    ok

    Using Zone labs firewall
    Dynamic Ip funk.no-ip.org
Tried testing myself using the port 10700 and so did other user
Connection refused when i tested it using flashfxp
    Did not test ping ?

I would think that Zonealarm is the culprit.
Ask the other person to try pinging your machine from the internet.

Have you heard of a web proxy? You may be able to do it through a web proxy site-search in google.
By the way-there was no need for a second post.
It wont help with the issue.
