If you are using Windows XP Service Pack 1 or later you shouldn't need to install any further drivers for USB 2.0 to work as Windows has its own drivers for this.
If you aren't using this then the download page for your motherboard is here.
I think perhaps what has happened is actually nothing to do with Windows, but perhaps to do with the settings in you motherboard's bios getting changed when the pc crashed. I believe you will have to enter your BIOS setup and change the USB settings to 'High Speed' (USB 2.0, 480Mbps) as they are probably currently set to 'Full Speed' (USB 1.1, 12Mbps). If you have the manual of your board handy consult the section about the bios to learn how to do this. If you do not have your motherboard manual handy, you can download an electronic version of it from the site I linked above. This manual will probably be in PDF format so you will need Adobe Acrobat Reader to view it. If you don't already have this program it is a free prog from Adobe, you can get it here but be sure before downloading to untick the Yahoo toolbar and untick the Adobe Photo Album Starter edition as they will make the download bigger and are not needed at all.

No prob. Hope it works, it can be really frustrating trying to work with USB 1.1 when you get used to the speed of USB 2.0, especially for hard drives and mp3 devices like Ipod.
