Personally if a girl has a pretty face, she has a chance of being 'hot' (if I like her figure, clothes, hair, shoes etc.). If she doesn't have a pretty face, she has no chance of being 'hot' no matter how well the rest of her looks.

'Hotness' is the whole package - and wheras many girls may have slim figures, good skin/hair and stylish clothes a really pretty face is a rare thing (to me anyway) and impossible to fake.

Of course, what makes a pretty face is subjective and very much in the eye of the beholder (there's a reason why human faces are so unique and why our brains have such an amazing ability to remember them) so you're not going to get an easy answer to that.
