I have ragg down as aggressive and 'went all in on the turn with a flush draw' in my notes so he could have top pair and/or a flush draw here. Calling him down or going all here I'd say there's a more than 50% chance you'll win but I like to be at least 75% sure before I commit that sort of cash so I'd fold here too.

The only time I'd consider folding here is if ragg at very little money left. Unless you have a read that says he must have a set I'd call quickly and see the turn here for sure.

I dont think he has a set. He is a very loose player but is generally passive. If he has a set he would call me me then min raise the turn. He is of a paticular breed of loose player that is very straight forward.

However, this flop is just about the worst flop I could imagine. He loves all the cards that fit this flop; 9T, JQ, Q8. Or as pointed out he could have a pair and a flush draw, in which case are hands are roughly similar in equity. He has called my preflop raises every time and not once has he led out at a pot. He flat called with a flush draw and with a set. Im pretty sure that this is two pair/straight trying to induce a reraise. I cant really flat call on this board because there are so many cards that I fear on the turn.

I know theres a chance that I folded the best hand but my instincts told me I was behind, and that any money I put into the pot would be wasted.

I dont understand this at all. The deeper the stacks the less strong my hand is. If that was his last $16 I would auto call it.
