Travel Insurance problem with budget travel

My Friend is trying to pay off the remainder of the balance on his tickets for a holiday abroad with Budget travel. but they said he cannot pay the balance until he produces his travel insurance.

The problem is that Budget travel want the balance 2 months prior to departure, but the travel insurance(with AIB) cannot be purchased more then 31 days before departure.

Can Budget really do this (Demand to see his travel insurance) or are they just trying to con him into buying their ridiculously overpriced travel insurance?

Do you by law have to have travel insurance to go abroad??
I'm pretty sure you don't. but I could be wrong

I understand they can insist he have insurance, but this would appear to be an impass. How about annual travel insurance?

Sorry for posting in the wrong forum.

Victor: He is getting Annual travel insurance. but he plans to go away on holidays around the same time next year so he doesn't want to pay for a months worth of insurance he isn't going to use.
