To run on what - the local windows PC or your linux based router / are you using Squid as a proxy ?

in the meantime all I can suggest is to get a serial cable 2,3 crossover and 5 straight though, set up a IP link over it (Direct cable connection in windows) and set the port speed accordingly and route 0.0.0.0 traffic across it.

There's a program thats called netlimiter (i think) maybe thats of use to you.
I tried it and wasnt worth the hasle, just would not work for me, others seemed to have more success with it.
I ended up getting a old 1ghz celeron pc, installed clarkconnect on it and used its bandwith limiting. You set it up by asigning somuch bandwith to each ip.

Thats a bit of a complicated thingie you want to do there... Might want to buy yourself a linksys WRT54G, install linux on it and set some bandwidth limitation up on it? Most reliable and cheapest solution. Otherwise u cud just install netlimiter on each PC and cap to required speeds.
