FSB & Memory Divider Problem

Im fixing a PC when I found out that FSB is 100Mhz but the memory is only running at 66MHz because of a 3:2 memory divider. There is no option in the BIOS to knock off the divider and I cant see any jumper on the board for memory dividers or FSB speed.

    CPU: Celeron 2.0GHz Northwood
    MOBO: SIS 650
    MEMORY: 160Mb PC2100

    Anyone have any ideas?
