Repainting a frame

Well, my bike has basically fallen to bits (trek) and instead of just letting it die, i was thinking of doing it up a bit, and the first step i am thinking of taking is totally repainting the frame, a single matt colour. THing is at the moment, its the usual trek, metallic paint which i'd imagine cant be painted straight over, so does anyone know how i should go about this? i presume i have to sand it down? Any god paints?
