Is there a free program for Windows that serves much the same purpose as VMware?

If so, is it any good?

I don't think theres a free Windows solution anyway, as if you are emulating it you tend to run into a lot of muddy ground regards licensing (see the Xen homepage for info on this)... cheapest option would be to use Wine on Linux, then Win4Lin and then VMWare... there aren't really any solutions as well rounded as VMWare though, its an excellent product (although incredibly slow compared to Xen).

Try Bochs. Not sure if its any good. But it should work if u get a stable version. Put bochs into google then click images to see it working.
