It's a short film by renowned artist Chris Cunningham, the music is by Aphex Twin.

He also did the video for 'Come to Daddy', which is fairly well known.

The next most famous one is probably "Windowlicker"
Both are worth a look if you've never seen them before

That is the freakiest video I have ever seen. I got the chris cunningham dvd collection. He did one for madonna and that playstation ad with the alien girl. he has another one with movements in perfect time with the beat, some little japanese girl being chased around a prison or something.

If you ever get a chance to see his Monkey Drummer video, watch it. Again it's got an Aphex Twin track and it's very very good.
