Is there a way to get jpegs/pictures to show as thumbnails while on the desktop in xp?

no idea - but I'd reckon it would slow down you system due to the constant redrawing.

Control Panel - System - Properties - Performance and somewhere in there is an option to choose Best performance ( or best appearance which I never tick. )

Or plan B - run %userprofile% and create a shortcut to Desktip
you can also drop the shortcut on the start button to have a handy link
or you could put it on a toolbar.
