You can always try to get Freddy Adu for free from the start from DC United! also do a search over the brazilians and the leagues, you would get some great bargains and potential, with plymouth's reputation though im not sure if they will come, hope that helps!

Try sending a scout to eastern europe or some of the lower leagues in Portugal-plenty of bargains.
