Can anyone give me a rough estimate as to the cost of getting four new brake pads and 2 rear shocks to my '96 Ford Fiesta for its NCT???

if you get charged anything more than €150 you're being ripped off.

    breakdown:
    2 rear shocks - about €80
    4 brake pads - c€20-30
1 hours labour (max) - c€50-60 per hour

i had the exact same job done on my own car prior to it's NCT and the mechanic did it in 30 minutes.
