I always thought that one of the thinks about digital was that you would be able to pick and choose the TV stations you want (or at least packages designed for you) rather then having to pay for every channel.

Should NTL and chorus charge you extra for their Digital service?

For that matter if i Just want Sky Movies should I have to also pay for their basic package?

Well the "basic" digital package is where companies make their money. NTL and Chorus only make €4 or €5 per customer with the sky movies and sky sports packages, and obviously this would be inadequate to cover the transmission costs. It's not really NTL or Chorus's problems, its more sky's fault - even sky digital themselves insist on you taking at least the €20 package just to get premium services, so ntl and chorus have no choice.

Unfortunately the only pay-TV operator which ran a pick-and-choose model in recent history (ITV Digital) went bankrupt...

For a lot of these small stations, carrige fees are a welcome source of revenue. But they don't get paid for customers who don't recieve them. Also if they were pick-and-choose, a lot of stations would have a lot smaller reach thab they do now. Hence bundling is popular.
