They've been doing them for around that price recently.
Bought one a few weeks ago for €380 which included a modem and vat. That's about the same as the above.
It's bottom of the range stuff but I'm quite happy with it.

Rubbish them all you like, but I could not possibly build a low end maching including OS for that kinda money

Dell make up for it by overcharging for higher end machines and upgrades. My rule-of-thumb is that a typical upgrade with Dell costs 200% of the equivalent on-line price. Cue graphics cards, memory, etc
