Wind chill formula range

    Hi,
    Me and pauric carr were trying to work the wind chill given a particular wind speed and temperature.
    the formula we are using is:

    Wind chill = Wind Chill (°F) = 35.74 + 0.6215T - 35.75(V0.16) + 0.4275*T(V0.16)
    where t=temp in deg F
    and V0.16 =wind in MPH to the power of 0.16.

    We have coded the formula in PHP for a website that will display it. We have been looking on websites about what results to expect and it seems that most of them show the temperature range from 40 to -40 deg fahrenhrit. Is there a range that this formula will only work to. We are currently testing indoors where there is no wind and we are finding that the wind chill is slightly higher that the actual temp. Is this correct?
