nero problem

I'm trying to put a 697mb file onto a cd in vcd format but when i tell nero to do it, the file size indicator goes far above 700mb. Then nero goes ahead and encodes the video anyway. Is it ok to go ahead with the burning?

Last time I tried that once it finished encoding it told me that it wouldn't fit.
