    try this:
    press ctrl + alt + del
    select Task Manager
    on the Task Manager Window that pops up select
    File -> New Task
    On the window this open type
    explorer
    and click ok

    that should start explorer and the toolbar and let ye select your av software

    /edit
    ah, this may not work as you havent managed to reinstall your OS properly...

    Windows-key and R together and type explorer, but I suspect it won't work any better than scruff's suggestion.
    Can you access restore points without explorer? Were any other file-navigators installed? (though you may not be able to access them for the same reason).

    You can try running a DOS window (Windows-R and type cmd) and navigate to where the antivirus is, and run it.

    It's a bit of a mad situation.

    And ehm, where are you posting this from? Can you connect this PC to the borked one and access the files on it? For damage limitation, you could move all the files to the working PC and then wipe the infected one and reinstall Windows (or a non virus-prone OS).

    When you reinstalled Windows did you just install over the previous one ? That could be why it wasn't fixed, try reinstalling it again but to a different folder (e.g. c:\winxp). If that works then you can delete your previous installation (probably c:\windows). Unfortunatly it means you'll have to install all your drivers (good oppertunity to get the latest versions) and applications again.

    Get an AntiVirus application and new virus defs from another computer and install it on yours.
