Existing radiators too bulky

    I have some radiators in the living room and the hall that are just too bulky (About 15 year old double radiators).
    There is furniture in front of them that cant go anywhere else so blocking the heat. 1 in living room and 1 in hall.
    I want to move these radiator but the only spave left is 2ft high by 4 1/2 ft long under the 2 windows in the living room and 1 in the hall .
    Are there modern radiators that can give me the heat from radiators this size?
    even quiet fan asisted?

    Also another question for the experts out there.
    How much would it cost me to get underfloor in those 2 rooms instead.
    Living room floor is wooden with about 1 ft gap underneath.
    Hal floor is cement wich i will be putting about 1 inch thick of cement on to raise it a bit as its too low (would underfloor fit there)?
