Your power supply is a NPS250 and will fry a normal ATX motherboard. It will be hard to replace as it comes in it's own chasis. You may also have problems with connectors on a new board for front panel buttons and indicator lights, as Dell tend to use oddball connectors. Unless you can get hold of an 8100 motherboard, I'd seriously consider buying a new case, PSU and motherboard and salvaging as much as you can from the old PC.

Don't think they're compatible. Mainly the PSU is the problem.

You need to check if it's proper ATX or Dell's ATX/AT hybrid/piece of rubbish. :)

Adapting a Dell case to take non-Dell motherboard and psu is more of an exercise in metalwork than an exercise in pc building :)
The hard drive and dvd/cd drives would probably be standard enough and salvageable, not much else really unless maybe a modem. Though if you are building a new pc you'd probably be as well to flog these couple of bits and get newer faster parts as I think the 8100 was early P4 era, around 1.4 - 1.7 Gig so they would be much slower than the corresponding parts nowadays.
