Win2003 file Searching

Using the built in search tool in Windows Server 2003 to find files
with specific text and it ignores a lot of files (al lot more than XP)

eg. We have a lot of .CPL which are really Text files and we cannot search them through windows. (.cpl being normally a control panel item)
Cannot search .err files also and they are plain text.

Does anyone know how to make Windows search ALL files regardless
    of extension.
I'm Not allowed to install third party software on these machines.

    anyone?

Used regmon to see how searchable files worked and discovered this and
confirmed it via google - so prob kind of sorted.
Adding the following to a file type makes it searchable - but anyone know how to make all files searchable

    ---file: makesearch.reg----
    Windows Registry Editor Version 5.00

    [HKEY_CLASSES_ROOT\.err\PersistentHandler]
    @="{5e941d80-bf96-11cd-b579-08002b30bfeb}"

    [HKEY_CLASSES_ROOT\.etc\PersistentHandler]
    @="{5e941d80-bf96-11cd-b579-08002b30bfeb}"

    ;No effect
    [HKEY_CLASSES_ROOT\.*\PersistentHandler]
    @="{5e941d80-bf96-11cd-b579-08002b30bfeb}"

    “Roll it back”
