Next door neighbour can't get BB?

I have BB no problem but next door neighbour gets the message 'BB not available on your exchange line' - why not? The phone-lines must go through the same connection-box [which is just outside our houses].

24% line failure rate on lines "enabled" for DSL. eircom won't give you the reason why your line fails. The guys in this forum can give you tips on how to do your best to pass the test.
