Green bar on Alcatel home screen

My Alcatel 1 smartphone rang and then the battery went dead. When it re charged, there is now a green bar at the top of the screen, like a call is ongoing but its not. I have tried a reboot and turning airplane mode on and off. No joy. Any ideas?

A green bar, all the way from top to bottom?
Usually not user fixable. They are a common feature on oneplus phones sold in India, but interestingly their QC is better for the phones going to the rest of world.
