I've played a couple of league games at junior level in the past month. The refs don't really implement the new rules. I don't think there has been any 2 pointers, so that is not really an issue at our level. The 3 up, 3 back rule is not really implemented, unless it is very obvious i.e. there is nobody to patrol it. For some reason, the refs keep calling the play back when a free is given and don't allow the tap and go.

It is obviously easier to patrol the new rules at intercounty level as there is far more personnel there to make sure the rules are abided by. But what's other people's views on how its going at club level, where you have 1 ref, and everyone else (umpires, linesmen etc.) are effectively made up of members of the clubs involved.
