I have an air to water heat pump, 4 bed detached house about 1600sqft.

With a heat pump system do the trvs need to be turned up full or leave them on a mid setting as they were when we had oil heating?

You want to set them to limit of the temperature of the room.

So possibly similar to what you did with oil heating., if room isn't warm enough, turn it up, too hot, turn down.
