Commercial rates

    I am trying to understand commercial rates. I am looking at buying a commercial property and I am looking at the ARV which is 0.2891. Does that mean if the property is valued at 250,000k then the rates would be 72,275 ? It seems really high to me I am hoping my calculations are incorrect.
