If a murder was committed in the 1980s where would the file be and is it accessible to the public?. If not how do the people who write books on murders access the files?

    The killer was convicted..

I don't think true crime authors do get access to the police files, generally. They work off newspaper reports, interviewing those involved, etc.

Garda records in relation to operational policing matters are not generally made publicly available. The are excluded from the Freedom of Information Act. You can access information the Gardaí hold about you, but not about other people.

Is the record of any court proceedings not publicly available???

    No.

Judgments, orders, verdicts, etc in the proceedings are publicly available.

If you're looking for a transcript of every word spoken during the proceedings, (a) this wasn't normally done in the 1980s, and (b) if done, it would normally only be available to the parties in the case.
