When does a nothing burger become a something burger?

With an election on the way later this year, I have one question on my mind. Supporters of various political parties love using the phrase nothing burger, and it got me thinking. When does a nothing burger becomes a something burger? Is when it doesn't involve the party/parties that you vote for? Or is there more to it?

I'd assume a nothing burger is the absence of a burger.

A something burger is anything more.

When it turns out the nothing burger was activly covered up.

A recent example might be the current SF referenced thing. Not much of a story giving a reference to a sex offender. Lots of politicans have done this. Apologise and move on.

But when you say you didn't know they were an offender and it turns out you did. Well then, that is when your nothing burger turns into something.
