Is this a joke? Ten million extra a year for capitation. Firstly schools are still underfunded. Secondly what's to stop a kid just saying he has no phone or getting a second on? Thirdly the department and Society don't give a flying **** about school discipline. It's handy for teachers supervising to allow kids to use their phone rather than act up.

I'm beginning to think boards is in decline. I was here years ago. Not what it was. Not a huge amount going on except for rants against immigration
