Barnwell/Hansfield, near Ongar - Dog neglected on balcony all day

    Hi all, I just wanted to get some advice or maybe someone on boards lives in this particular estate.

    I've noticed a dog left neglected on a second story balcony in the apartment complex near the canal down by Barnwell/Hansfield. It's the set of apartments that are directly beside the St Joseph's development and at the canal bridge. The dog looks to be from a distance a little white terrier and anytime I'm down that way (which is often for work) this dog is on the balcony alone, barking and crying.

    I am not a resident in the complex so cannot go the apartment correctly but will contact the animal welfare authorities tomorrow. Is anyone from this area aware of a residents group that this could be highlighted in? With the cold weather around the corner I dont think it's right leaving a dog out there to suffer all day
