    1. no, anyone can gift 3000 to any other person tax free (just be aware of the anti avoidance rules if you gift 3k to person A and that person then re-gifts it to your daughter).
    2. no. this is a CAT exemption so only applies to who receives the gift.

    as an aside, you and your partner can both gift 3k per year, so 6k total to your daughter.
