Attachment orders and how often implemented

The toll dodgers fined today. They're obviously not going to pay willingly, they didn't even turn up for court. Bench warrants etc I still doubt they'd pay. Does anyone ever see attachments being done to said habitual non payers. The info on this is scarce which makes me believe that ignoring them works
