Why do Irish people act like they care and want to be your friend, only to fail to act on it?

Hi—no doubt that I am taking it a bit personally, but over the years of going to Ireland I could swear that there was a connection and I'd made 2 good friends. In both cases, this has not been acted on. I've been a little foolish trying to pursue these relationships. As an Irish American, culturally we did not stay close to family or some friends.Am I over generalizing, or is this a correct perception?
