Changing cars title from private to vintage

Hi all,

I'm looking to register my car as a vintage vehicle, its a 1990 MX5 but hasn't been taxed since 2008.

This wouldn't be a problem if it was just taxing the vehicle but the "Change of particulars" form "R111" says in section 7, "All months between expiry of the last Motor Tax Disc and start of new Disc must be covered by a Past Owner, Non-use or Arears Period."

Does this mean in order to tax the car as vintage I'd have to pay over 6 grand in arears? Or can I declare that it wasn't in use even if it wasn't officially off the road?
