Has anyone been able to request their 2023 SOL? I have been getting an error message.

As the system is changing the tax year over from 2023 to 2024 I would just leave it a few hours and start again - if you get the option to edit or delete - select delete to completely clear any saved information and restart - less chance of the error recurring

Same. Assume there might be a process running which means it's not yet available?
