Small tank over water cylinder is overflowing with hot water

    Would appreciate some feedback.

    House has kitchen stove on ground floor with back boiler. There is an water cylinder on first floor above the stove. Above the cylinder is a small water tank and this tank has an overflow pipe that goes outside. Recently this overflow pipe was running and the water running was warm. Thermostat on pipework was replaced and issue arose again. Pumps seem to working ok. Was told that the ball cock at the small tank might need to be replaced. I cannot see what impact the replacement ball cock would have.
