Is it the law that an Eu country selling online in ireland to the public must state their prices including vat?

I spent ages on a website comparing 4 different versions of a piece of software. I compared the features of each and compared pricing to decide which was the best bang for buck. I picked one, added to basket, created an account and proceeded to checkout. Only at this point did I see that the listed price was ex. Vat and the final price was 23% more. €460 v. €374.

I complained by email but they didn't reply. Citizens information says the product must be advertised Inc. Vat, if I'm reading it right. Can they be compelled to list their prices including vat?

Some sites will be designed for business to business sales, and it would be normal for prices to be ex VAT.

If the general sale of a product is to businesses, they can quote ex vat prices. That they sell to the public is of no consequence.

Most software is generally a business purchase even though many will use it in a personal capacity, and I'd assume ex vat pricing.

It would be different if they sold clothing or home furniture.
