Neighbors solar install standards

Hi.

My neighbor (semi D) has decided to install solar.

Problem is he is a DIYing it and I don't believe he has the skills or qualifications to do this ( I know he hasn't)

Who can I ring to report him ? After all this is my roof too.

He makes an absolute dogs dinner of everything, his house is a DIY disaster zone (unfinished bathrooms, wires hanging everywhere etc)

Assuming he’s not crossing the boundary it is not your roof. Worst case scenario he makes his own roof leak but that will have no impact on yours. Leave him at it and save your breath.

Strictly speaking nobody owns property in communism, so it's just the house you live in is on fire and now you'll get a new house

I understand the concerns and sympathise with OP, however unfortunately there is nothing legally you can do to stop your neighbour if they are not touching any of your area directly (roof, walls, back yard, etc) or something illegal (construction without planning permission, illegal wire connections to steal electricity, etc).

Both houses should be isolated with fire proof walls (including attic areas) and this is a good barrier in case of fire. Not perfect, but is something.
