Chimney for an external brick BBQ

I want to build a brick BBQ like this under my pergola:

After crossing the pergola's roof it should continue as a flue pipe until get past the gutter, like this:

Total length of the pipes will be about 4 meters (3 storey house).

I will install a chimney draft extractor on the end of the flue to ensure I will have a proper smoke flow upwards. Don't want to give any chance of smoke coming out from the BBQ's front opening.

Do I really need to use twin wall flue pipe in this case? What would be the implications of not having the flue insulated?

Also, is there any actual regulation in Ireland that I must comply with?
