Why would they do this, advice needed in doing a proper job

    Hi, so we bought this property about 4 years ago and we constantly come across weird crap the previous owner did while building the place. I'm terms of plumbing alone we've had radiators blown from corrosion (property only build in 2010), leaks in underfloor heating, leaking drain pipes from upstairs bath into downstairs ceiling, shower basin not waterproofed, replace one toilet, re-plumb other toilet, etc. Basically the plumber he hired was terrible or he did it himself.

    The worst one of all is the sink in the main bathroom. He literally bought an IKEA bedside locker, cut holes in it for piping and glued a wash hand basin to the top. See the pictures.

    Do eventually we've bought a sink and drawers to change it (see photo from show room)

    Now, you may have noticed that the drain pipe he installed is very low (~33cm from the floor level and protrudes a lot). The water supply fittings are also quite low. The drawers are 35cm high when at for level, and in looking at floating them. So I'll have a problem where the drainpipes classes with the back of the drawers.

    So I'm looking at moving the drain pipe up maybe 15-20 cm and maybe similar for the washer supply fittings. Anyone any suggestions on how to do that?
