Replacement tube for parasol stand

As we might eventually get a summer here, I was looking at getting a parasol for the garden. I have an old parasol stand, but the tube where the parasol slots in is broken at the base. The broken tube slots into the centre of the stand, with a single bolt holding it in place. I've tried the internet, but the replacements I've seen online cost more than a new stand!. I don't want to buy another heavy object for the garden if it is avoidable. Does anyone have a suggestion of where to look for a replacement part or what to use in place of that part?

Could you get someone to weld a piece of suitably sized pipe onto the old base that would take the pole?
