Civil Service Manager - HEO/AP

    Hi all,

    Is there a specific reason why some manager roles in the Civil/Public service would be at HEO level and not AP? Is it down to the number of staff managed or that the HEO role may not be managing a specific function or area?

    I presume there's loads of managers at HEO level, but just trying to get a sense of when someone might say...No that should be at AP level?
