Dealing with non closed cavities in block walls in older houses

    Hi, I am working with a two story 1980s house, which had fairly badly fitted EPS boards as a cavity insulation. In the attic gables you can see the cavity is not sealed from the top, is this a fire risk? It is a cold house, I wonder can this void be pumped with bonded bead or is that a damp risk? The gables would be north and south facing. I don't know how the east and west walls are.
