Brand new but no packaging. Threw it out, with intent of using these lights but am now out of action so can't return or use them.

Does the front light clip to the bottom of a Garmin out front mount, or to the top (where you'd put the Garmin itself)

Can do either. The bottom of the light has a male quarter turn mount molded to it. You get a gopro to female quarter turn mount with the light so if your out front can take a gopro you can have the light below the garmin. You also get a handlebar female quarter turn mount with 3 different straps so fits any bars. See pics below. This guy shows the mounting in the review below.
