Smart Meters - ESB - mandated in-home displays?

I am trying to find definitive information on in-house displays (IHDs) (and also unsealed and enabled HAN-P1 interfaces):

ESB have written seeking to install smart meters in my area. There is no mention of IHDs in their letter.

The CRU document at https://www.google.com/url?q=https://www.cru.ie/wp-content/uploads/2014/07/CER14046-High-Level-Design.pdf&sa=U&ved=2ahUKEwis47vXvsX8AhUKhFwKHT0gCJUQFnoECAkQAg&usg=AOvVaw0CIOA8Obehiqj3Hkr1M0Fx states that IHDs "should" be delivered WITH the smart meters on install. This seems to be a requirement.

Also, looking at RTE-Smart electricity meters go live for 250,000 households in seems the HAN-P1 interface is being installed in a sealed condition.

I have written to the CRU and ESB seeking clarity and have so far received a reply from CRU:

"The functionality of smart meters to include an in-house display is due to be rolled out in Phase 3 of the National Smart Metering Programme (NSMP) in Q4 of 2024 (this dependent on Phase 2 completion)."

Does anyone know what this means exactly?

Should I wait for "Phase 3" and not agree to the smart meter install now?

Or will ESB be installing IHDs at a later date AFTER the smart meter itself has been installed?

Has anyone had experience with ESB and the HAN-P1 interface?

First, on my smart meter the P1 port is available...behind a blue panel that opens & is not sealed.

When first installed in Nov 22, I tried to interface to it. No go.

I just tried again now and there is no 5v being supplied. So my conclusion is that it is not yet activated.

I did ask EI for it to be activated, but got no response. Maybe I should try ESBnetworks & will report back if I get anywhere.

Regarding P1 Ports on smart meters: Just got confirmation from ESBN that "ESB Networks are not giving access to the smart meter ports to facilitate in - home displays for monitoring consumption at this time".
